The C-standard DIN EN 619 "Continuous conveyors and systems – Safety and EMC requirements for mechanical handling equipment for unit loads" provides a lot of information here and highlights typical hazards. A protective enclosure with only a one-meter height should not be used without additional measures to prevent climbing.

The appendices of the standard describe that the continuous conveyor must be fixed in place. Access under and beside the conveyor must be prevented, for example, by a separating protective device. The conveyor must be designed in such a way that climbing is prevented. If the conveyor technology is higher than or exactly one meter from the reference level, no further measures are required. However, the corresponding safety distances regarding reaching must still be observed. If it is foreseeable that loading and unloading areas of continuous conveyors may be misused as access points to hazardous areas, access must be prevented or made more difficult in accordance with a risk assessment. Naturally, it should be ensured that employees have a proper way to access the system. An optimal solution is always a secured access without the incentive for manipulation.

If the height of the load entry/exit point is a maximum of 0.5 meters and the safety distances comply with EN 13857, no additional protective measures are required. This means that the conveyor technology can also be 1 meter. If the dimensions deviate from this, further safety measures must be implemented.
